Strange structure, now I know who nicked all the drainage pipes

Yes this Tree does make strange sounds as the wind blows it is at Crown point overlooking Burnley on the moors between Burnley and Rawtenstall it is one of several Panopticons around the Rossendale valley

I know Rossendale quite well as I used to spend some time in Haslingden (Helmshore to be precise), and I don't recognize this structure which looks as if it was taken from a science fiction movie.
Anyway, nice interesting shot as Bonnipics wrote
