The sea is flat. The sea is horizontal. So why is a coastal path not flat, not horizontal?

I went there last month determined to visit Lulworth Cove and hoped to see Durdle Door. The car park was chaotic and full and it was heaving with visitors. Had to give it a miss. I'd love to go back out of season.
