Cutting Edge Photography?

It looks like a cutter but I can't see what the rest of the tool does after the tip has cut into the work-piece. Perhaps I've missed the point or my mind has been too heavily orientated to engineering.

Is it rotating and you have frozen the motion of the centre portion by using 1/125 second shutter speed?

Please explain what it is and what it does.

its a kiss cut knife, it does rotate but only to alter its direction. It only cuts to the micron so it doesn't need to be a big thing.
