The thing is actually part of a dredging system. The snake on the right goes off to a smaller unit which can be seen on a previous photo and which sucks up the bed of the estuary. Sanding-up and silting have been an eternal problem on the Loire estuary which is a relatively shallow river and where the tides are felt well beyond Nantes some fifty kilometres up-river. The problem led, eventually, to the demise of Nantes itself as an important port and of its shipyards.
