May be that citizens of Curon had a lot of money to spend, so they built the tower in the lake.
During Fascism the dam (la diga) was built. The villagers were evicted and their homes destroyed with dynamite, only the church and bell tower were not destroyed.
I'll give you other news from Curon

But the first thought I had was, this place got flooded!
Global warming has left its mark on me eh?!
How did they build a clocktower in the middle of a lake so high up in mountains...!
