Looks very like like some sort of solitary wasp.

Yes most likely a wasp, I favour a Potter or a Mason over a Digger wasp. Not seen one in these parts - perhaps a native of Devon?

Thank you David and Roger for setting me straight. This critter certainly has the classic shape, hairless rear-end and colouration of a wasp, even though there are some wasp-like bees out there. I hope to come across another individual that allows me to suggest an exact wasp species.
