they are passing 'tokens' or 'keys' used for working on single track lines. A train can only proceed onto the track if the driver holds the token - and therefore will not meet with any other train on that section of line.
In your picture it apears that they are leaving one token controled section and enting another hence giving one key and recieving anoother.
I would consider croping or cloning (or combination of both) to remove the half man as I think he detracts from the main action of the picture.

OK Bob, I was keen to get the father with his son in the picture, so if I wanted to go further with this picture I would clone the half man out, thanks for the info on tokens,keys ect,I thought it was some sort of train driver funny handshake brigade or something.
