This was actually on the Saturday and the whole place was shrouded in fog for the first couple of hours, but there was still a fair number of people there. For the BTCC event (and probably most others) they confine everyone to the main grandstand, the one at Turn 1, and the paddock/pit area, including the pit garage roof (where the shot was taken from). So as a visitor it does seem very busy, as all the activity is concentrated in a small area of the venue; its especially claustrophobic through the tunnel on race day. But the overwhelming impression is of empty grandstands when looking out over the circuit, and viewing on TV. Its not ideal from a track action photography point of view, but good pit/paddock and people shots. I'm not sure how much better access you get with a media pass, possible just access to the infield track section. But accepting it for what it is I quite like it though, and quite happily spend the whole day there.
There was a comedy moment when, what I assume was a team mechanic, realised his pit radio transmissions were breaking through to the main commentators radio mike, and couldn't resist the urge to produce an enormous belch that echoed around the stadium over the PA
