Why no built-in ND filters?

It shouldn't be to difficult technically to have a mode that reads alternate lines from the sensor (similar to interlaced video) to build up a digital average. I feel it would be a nice creative feature. It could potentially allow good motion blur to be combined with shallow DOF...

it's not entirely clear to me what such a mode would achieve, other than halving the vertical resolution?

Working in an interlaced mode wouldn't half the vertical resolution. Interlacing would give the ability to read one half of the lines while the other half are still recording the light input so that an average of multiple shots can be built up while minimising the chance of pulsed images. I'm not sure that interlacing would be required it depends on the read speed etc. of the sensor, but video is not available at full stills resolution so I assume some work arround would be needed.

my understanding of sensors is incomplete (in that the only one I've ever played with directly was a CCD, I don't know if they all work the same way or if CMOS makes a difference), but I think that would require a significant re-working of the sensor itself.
in any case wouldn't your suggestion result in some pretty odd motion blur artifacts?
For still subjects with clever processing you might get some DR improvement out of it though.
