I prefer 1 - both have the Photoshop type halo around the sun edges - these can be reduced or eliminated with careful use of the clone stamp and healing brush if this is allowed by the competition rules

Of the two, #1 is the better.
But I'd not trust my photos to Picasa for editing, though I see they are time stamped 2013, so you may have better software since then?
If you still have the RAW I'd be re developing them in the better software. That's my opinion only though

Sent it in now, so I'll see what happens. What should I use beside Picasa for editing? At the moment I'm using Cyberlink power director.
