Unsharp pictures and noise Optio S40

I own an OPTIO S40 since 3 weeks and I'm very disappointed about the quality. The pictures are not sharp and when you make inside the house my LCD starts flikkering and have loads of noise on my pictures.
My question is :

1) is this known for this type of camera?

2) is this a failure?

3) do I use the wrong settings?

Please can somebody advice accordingly?
