I think the best approach is to meter without the filter first, ensuring the ground is correct (the sky will be too bright but don't worry), fix that exposure value in manual mode, then place the filter to cover just the sky, then take the picture.
The risk of using an auto-exposure mode is that once the filter is in place, a re-metering might occur messing up your nice ground exposure.
You use the calculated difference in stops between ground and sky to choose the best filter to use.

If you meter for the ground, and you know for sure the sky is two stops brighter than the ground, then you could use any auto exposure mode to shoot with the ND filter and the exposure would be all right. But if the difference between highlights and lowlights is not as you think it is, then all bets are off.

if the sky reads 125 sec and the ground id two stops darker and you add a 2 stop grad do you shoot at 125 or the two stops slower.
