It is ridiculous advice since the same framing with the tighter lens would have an entirely different perspective.

The perspective is entirely dependent on the view point, so using the 15 mm and cropping to get the field of view you'd get with the 21 would give the perspective of the 15 mm, not the 21 mm perspective.It is ridiculous advice since the same framing with the tighter lens would have an entirely different perspective.
On the other hand, using the 15 mm and getting closer to your subject would give a different perspective.

Anyway I've been looking at going wider either the 15mm or the 21mm but I've been reading some posts elsewhere suggesting that its best to go for the 15mm first as this gives the option to crop to a 21mm viewpoint if required, does anyone else think this is sound advice?
