Isn't that the infrared index?
The way it works is you focus normally and then if for example the focus distance is 4 meter you move 4 meter from the centre mark to the infrared index.
Infra red is a different wave length and so behave different and therefore a focus correction is needed.

It is the IR focusing mark. Focus normally, then set that distance against the red line.

Had a wee search for info but not much luck.
I wonder what the wee orange marking left of the 4 is for ?
I understand spread of focus depth relating to the F setting .
