Optio 33L USB connection

Hi, I just bought Optio 33L and can not download picturres to my PC. Win XP Pro do not see the cam in USB at all. The USB port is fine, I use it for my PDA and other device as well. I installed the drivers, and the cam knows that USB cable is plugged - it will not power itself up just beeps the small red light is on and thats about all. Im really confused??!!
Anyone has any ideas? Thanks a lot.
