Fairly self explanatory:
The windows are made from tracing paper - there is one one the opposite side too. Illumination from 2 table lamps plus (on this occasion) wireless flash from a variety of angles.
Inside is a piece of white card attached at to the back at the top and coming down in a curve to the front. I've got some other colours which I can put in, but I generally use white.
Cost: I had to buy the two lamps - they were about the equivalent of GBP4.50 each. Add another GBP2 for tracing paper and card - total cost around GBP11.
When I've used it before without the flash, I set the custom white balance on the camera and got good results.

(for those who didn't grow up in the UK Blue Peter was (and in fact still is) a children's tv program that, at least in my day, made extensive use of sticky backed plastic and washing up liquid bottles to make various items.
