I don't do these but ....
There are two components to this scene - a horizontal one (across the waterfall) and a vertical one (the trees and the falling water). It strikes me that if you get a nice ICM effect with one you will automatically get a jarring one with the other. The most common ICMs are of woodland full of vertical tree trunks - one component.
This is pure logic so if I'm wrong, please shoot it down.

Well, you've had a go and found that it's easy to get a picture but much harder to get a good picture. Welcome to the club! As for what makes a 'good' ICM picture, my view is simple: if you like it then it's good, if other people like it too then it's a miracle . Personally, I prefer to hang around at the abstract end of the spectrum where it's more about shape, colour, tones, contrast etc. than a specific subject. But that's just me, it's just as valid to like seeing a bit of recognisable subject.
Keep experimenting - different subjects, different movements, different exposures - it's cheap, it's fun and it's nothing like 'normal photography!!

Others probably know more but I will try an advise.
A prime lens helps usually 50 mm or 35mm at f12 and beyond
A slow shutter speed yes but more like half a second to an eight of a second depending.
When pressing the shutter release try to hold the camera steady for the initial opening and then move up or down or which ever way one wants.
The reason for that slight delay before moving the camera is to imbed the impression of the scene first onto the sensor and then the movement makes the swirls or movement as such but still holds the essence of the scene.
Takes a bit of practice but you will synchronise easily.
Forest trees or any set of verticals is a great place to start.

Nice shooting GGP - not an easy type of shot to get right, but advice from the master (Nigelk) will give you some good tips - take a look at some of his past contributions and you'll see his style

Previous addiction has resulted in using Zeniths, Yashicamat, Chinons, Minoltas, Samsungs, Fujis, Cosina, Kodak, Lumix, Canon, Nikon and Pentax etc etc - have tried most makes in the past 50 years. Love cameras - love taking photos even more

I don't get why you have a problem with ICM.
All my photographs turn out like they were shot with ICM in mind.
Funny thing is, in my case it's UICM. All unintentional. Somehow, try as I may, I just cant manage to hold a camera steady...lol... Even my tripod exhibits the shakes!

PENTAX K-3iii handheld 1.5 seconds 100 ISO f5.5 using the 16-85mm PLM lens
I took quite a few BUT they were even worse than this one! There's a balance to be found where you can/cannot recognise the subject - or do you need to e.g. make it into an abstract?????
