A creative use of blown highlight! Works very well I think. I'd tone down the white-point on the ground area though, to emphasize even more the 'white-out' in the distance.

I like the idea but wonder if would be better having the cyclists head and shoulders in full silhouette?

It looks like a headless cyclist to me! The idea is good, but it really needs the head to be visible for it to work.

I prefer the first image - the flare does not look so realistic in the second image, though I agree with Nigel about toning it down a bit as described. The missing head does not matter to me - I just assumed he was leaning forward - and it adds to the mystery...
