I recently bought a 17-50mm Sigma HSM OS, Pentax fit. Good lens but not to the quality of the 16-50mm Pentax which is probably the only reason it's cheaper, optically it's fine. I bought it to try as my 16-50mm is away for repair or the bin?(self inflicted damage).
People tend to by third party glass due to one of two things, it's cheaper or the same lens is not available from Pentax. On rare occasions, it may be better than an equivalent, current Pentax lens.

It's all due to ROHS.
And yes, the EU I'm sure are well aware of the number of properties with lead pipework, but if they require all new builds to use safer materials, and all replacement pipework to be made from safer materials, eventually there will be no more lead pipes.
It's just like the introduction of seat belts - old cars didn't have to be modified, but all cars made after a cut off date had to have them.
