Twice in the past I've been asked, as 2nd placed member, to judge the subsequent competition following the non-appearance of the winner.

That's a good precedent then David - perhaps this is more to formalise what is already an effective arrangement?

I think maybe a 48 hour time limit on it, we all lead busy lives, but that is long enough for most people to find the time to be online and judge the competition. If you don't expect to be able to judge within 48 hours, then don't enter, its not really fair on those that do have the time.
That would leave five days for weekly competitions and gives the rest of us long enough to photograph something suitable.

It's dealt with on a case by case basis, no point for example wasting more time on a second place winner if they had a prior history of being slow responders themselves.
It's Tuesday now, so after attempts to contact the winner. and there might be very good reasons for the delay, a decision is made as to how to proceed.

Seriously, tho', not everyone is in a position to respond the same day...
you have to take the rough with the smooth.
Not everyone has instant internet access...
business commitments get precedence....
there may be poor connection in the area...
et cetera, et cetera, et cetera, et cetera....
Here in France, tomorrow is Remembrance Day and a National Holiday....
the result is that people are "faire un pont"... making a bridge...
using two days holiday to make a Friday PM to Wednesday PM holiday...
the result is that, here, in addition to the w/e, our internet conection has been lousy.
I am upgrading the new machine for "She who must be obeyed" to Fenetres 10....
only 2 Giga.... started at Noon [French time]...
it has been going for five hours and we are only just at 80%...
why?
We are at the end of a five kilometre 'phone line....
the big hamlet inbetween is full of weekenders and their families....
it is quicker to write on tablets of stone and post them!!
Most of us trawl through the archives... before taking something better at the w/e...
you will have noticed that my entries are usually last minute...
so, as can be seen above...

I say leave it up to the PU team to decide.

Our winner was unable to put up a new competition so asked me to step in.

It does nothing for the members or the competition if there's stuffing about, not to mention the time available for the competition itself.
So to kick off some alternatives, here is a proposal:
If the winner of any competition does not re-emerge to set a new comp by xx days / hours after the winning results are posted, then the 2nd place-holder is automatically appointed as the successor to set the theme and judge the comp.
What say ye?
