Frost in PSE9

Could someone please give some guidance re the white in this image?
When I try to make the frost whit(er), the detail just blocks-up!

Not sure about PS elements, but in PS Adj>Levels,hold down alt key (image goes black) and move the RHS slider under the histogram to the left you will see the highlights come through.Repeat for the shadows by moving the LHS slider to the right you can then make the final adjustment with the middle slider.
More contrast can be added in curves.

O.K.

1 slider under the histogram & 1 slider "Output levels"

Alt key has no effect.

Does this mean 9 is different to 8, or am I going wrong somewhere?

Fiddling with these two improves the white but not, I think, as much as Barrie achieved.

In the histogram window you should see "Channel" If you hit the drop down Menu you should be able to Adjust Red Green and Blue individually. Select red, hold down the alt key and move the far left histogram slider. The preview picture should go red with Black coming in as you move the slider. If you do the same with the right slider the picture should be black with red coming in as the slider moves. similar applies to Green and Blue channels. I was told you move the sliders until you just have the colour showing through to get the correct balance.
