Focus ring stuck

I don't know what's happened to that, but it looks in dreadful condition. The plastic seems as though it's been damaged or deformed. By heat? Could it have been accidentally left in a hot car for example?

yes John I left the lens in box for more than 6 months

It looks done for to me. A replacement one might be a good answer, perhaps even with an insurance claim.
