Not for us to draw conclusions without the full facts, but I'm curious as to what explanation is sought from eBay.
I would have thought that the issue was the description. Was it fundamentally flawed in a way that the seller should have known, or was the error of description something that could have been reasonably overlooked? In other words, a very different thing between an error and a deception.
The first thing I would do if I was unhappy would be to e-mail the seller and make them aware of the problem and see what they would suggest as a remedy. A refund after return of goods would be one option. Negotaitions would not involve eBay or PayPal unless personal negotiations proved unsatisfactory.
The second issue is why is the ruturn of goods and a refund being ruled out by the seller? Does the seller disagree that the description was flawed?
As to what would happen if the goods were not accepted by the seller, then I guess they would come back to you, maybe even with a postage charge for the privelidge. At the moment of course the postal strike makes it a bad time to send anything, although I understand the managers are trying to maintain a non-guaranteed Special Delivery service.
Good luck anyway at resolving the problem and hopefully it will be amically resolved in the end.

You are asking this question in entirely the wrong place.
Go onto ebay and log into the community boards..link is at the top right of any ebay page. Then click onto the 'discussion boards' , then click on the 'payments & postage' board. Then ask your question there. Within about 10 minutes some 'expert' will have an answer for you and several other ebayers will probably join in. You may have to be more specific with details though and stay online while the answers come along.

The seller gave his side of the story and promptly put it to "claim" status.
PayPal quite quickly came back with an email stating that the seller was offering a full refund upon the return of the items.
The seller states that this was not agreed by him and he has no intention of refunding my money, and that he will not accept the items back until he has had a "satisfactory explanation" from eBay. He states that he is "quite happy for them to arbitrate but as things stand at present no arbitration has taken place".
I have now posted the items back (and the item can be tracked online, as per PayPal's instructions) - and wait on the outcome.
I'm curious as to what will happen if he refuses to sign for the items?
I'll also be a damn site more careful in future with eBay......
