Does anyone know how to do circular cropping in Elements 7? Any advice would be much appreciated.

Look for the marquee tool and right click and hold on it and the sub menu will appear. Then click on the elliptical tool.

You can either do a circle by hold down shift and holding down the left mouse button and dragging the the circle out to the size you want or not use shift to get an oval. Then move the mouse pointer into the circle and then you can left click and drag the circle to the area you want. Then press ctrl+c to copy it to the clipboard. Then press ctrl+n to open a new image. This should be sized to the part of the image you have selected then click ok and a new blank image will appear. Then press ctrl+v to paste it into the new image.

The image will always be square though but the corners will be transparent so to say.
Or am I wrong?

Yes you are right although you could look at it in a different way. The "Canvas" will be rectangular or square - but the image will be circular; until you add something outside the circle.
