the women in the middle is the Elf & Safety Inspector waving the Risk Assessment for the Wearing Of Balloons In A Public Place, which has not been filled-in correctly on page 73 subsection (d) paragraph (iii). The fact she's doing this stood in the middle of the road with her back to traffic, has, naturally, completely escaped her.
Still shooting in the dark (literally and metaphorically)...

Could this be Oxbridge - given the number of Bikes?

Anyway the real villians of the piece are the elderly couple who have just nicked the schoolboy's ballons and are gently walking from the scene

Nasty bicycle crash in the background - hope no-one was hurt when the pink one skidded ! Bet the old dears sloping off were high on something when they came off the bikes !
