Settle down now, no need to panic!
Chaoborus is a type of midge which exists initially as a nymph, then as a pupa, (as here), in ponds in the uk & elsewhere.
The midge gets its common name, Phantom Midge, from the fact that it's almost completely transparent, making it it less prone to predation. It's also known as a glass midge.
I don't believe the adults bite (humans).
No need to worry meeting one, Steve. They live under water & they're only about 10mm. long, inc. the tail.

Is it a pupa or an exuvia? I don't know their full life cycles.
