The comments thread in the weekly competition are in the forum and the competetition itself is in the gallery.
In the forum you set notifications either in your profile or by ticking the box just underneath the choice of smilies.
In the gallery there is a similar box to tick.
Try again, you'll find it! It must have been a blank moment.

I think I know what Martin means ... If you click through to an individual competition (gallery) entry, there is a "Check this box to receive notifications" checkbox so you can be notified of comments on that one particular image. But if you back up one level, to where the competition entry thumbnails are displayed, there is also a comment box, and that one does not have the "Check this box to receive notifications" checkbox.

The thumbnail page is the usual place the judge puts his C&C. On that page there is no add Notification button.

Once you've made a comment though, doesn't the box appear under the reply pane?
