99% of AF teleconverters are fixed so the lens is doing the focusing.
The exception is the Pentax 1.7x which moves and does the majority of the focusing while the lens is fixed. The TC needs a manual helping hand to get close to the focus point and then takes over.
Hence the reason it so so good for manual focus lenses.
