Well, it's a different type of competition and the reward is that the winner gets a prize. It's run from the office and I don't know who judges it. PentaxDan will be able to help you I think.
The weekly and monthly competitions have no prize, but they offer two different types of structure. One for new images shot specially (monthly) and one for any image (weekly) and these are appraised by the judge. It sounds like these are the ones you will want to enter.
Don't forget there's plenty of feedback on ePHOTOzine as well, a great place to see how a wide audience responds to our images.

I don't know how many entries are made into the Quarterly Competition, but there must be a point were the number involved make it impractical for a judge to comment on each one.

Funny, every time I entered a photo in to a camera club competition, the judge or members gave their opinions, so I don't see why it can't be done here.

This isnt your camera club and most competitions open to the public often have a condition saying no further correspondence will be entered into.

Yet again, the others who entered have NOT been told why they failed. How can you improve your photography if you are not told what you are doing wrong?
The judges in the weekly and monthly competitions give their reasons why photographs were not chosen so why can't the judges do the same for the quarterly competition. (It borders on rudeness.)
All it needs is a small comment under the photo when it is put in to entrants portfolio. To use a cliche I hate, "it's not rocket science".
