Boy Pulling Obelisk

This artwork stands outside the main Toronto Police Station, and it is an eye-catching bronze and granite piece. But what it signifies, I have never, over the years, figured out. It is by Eldon Garnet, a Canadian sculptor, and the police motto “To Serve and Protect” is inscribed on the stone. Still can’t decide what the working class boy and that obelisk are promoting.
