Exposure was too long so even after adding the filter there are over exposed areas. Try a 2 second exposure, you will still get the candy floss effect with the water and your highlights will not be blown.

The 'Stare'

I used to have that problem with karting shots. By the time the camera takes the shot the first kart has moved out of the focal range. Try moving (if you can with the K-x) the focus dot towards the bottom and use burst mode, allow the camera to take 4 or 5 shots and it may have caught up with the action with one of them.
