Shooting B&W into the sun is fraught with problems. What looks great in colour can look lousy in B&W - it's the contrast that can kill B&W. Here the FG is dark with little character & only modest detail which is totally overwhelmed by the bright lower sky & the water.
Talking about the sky I would be temped to crop half of it out removing the horizon from the middle of the frame, removing a lot of pretty uninteresting sky & concentrating our eyes on the subject. This simple crop transforms the photo.
