Sorry for my question...In Italy it is not possible to take similar photos inside a military campus...Is it in England possible?

It is not permitted near military airfields but the Vulcan has been retired for a long time now so this must have been a civilian airport or aircraft show.

This is now a civilian aircraft, having retired from the RAF 30 years ago, an the ground crew are all "re-enactors" who do this these sort of photoshoots as a hobby. The event was organised by Timeline Events - have a look at their FlickR group page link (and mine at link
