I love and often struggle to find, really strong foreground interest.
This reminds me of a similar quarry on Dartmoor where the half finished products from the final shift still lie about, abandoned.

How the hell did they get there?
Masons carved these stones in the place you see them. Millstone production has taken place there since the middle ages,these pulping stones were abandoned due to lack of demand, probably in the early 1900's.
