Sets the scene nicely. From my view this would be even stronger if a couple of things were different, one you can change, one you can't. The aperture used could have been larger to throw the background out a little and the top bit could be cropped down to just above CHERRA. It works very well in B&W.
Just my view, I hope you don't mind.

Not at all, thanks for your comments. I can explain both problems, but the explanations are somewhat stupid. I tend to keep my lens at f/8.0 by default and that was a spur of the moment shot. And I tend to crop my photos in a 2:3 ratio. But I'll keep these things in mind in the future.

Lovely shot.
Personally I agree with the crop suggestion, but not the DOF, as you can see Shillong Traffic Police sign which tells you where it is and it also shows the hustle and bustle of the area.
