No doubt the colour popping works. Question is: Would it work without colour popping? I don't think it would, too much going on on the side of the street. So the decision was right and it's also well done.
What I don't like is that the tram is too central in the frame and looking at this a bit longer I would crop in from the left and the top. It's the areas where not much is going on and you wouldn't loose too much of that typical HK chaos.

I think your right about the crop as well
I have to be honest here just as I took the photo in the chaos that is hong kong someone walked in front of the lens
and I spent a long time beheading him when actually a crop would have been better
