I have a bit of a collection of Vivitar 283's. From my own observations, I would say that your older Made in Japan items will be the original high voltage ones. Lower voltage ones came along around 1990 (I would estimate).
The only way to be sure is to switch the unit on and measure the voltage on the hot shoe contacts. Use a digital or other high impedance meter as the circuit is loaded down by moving coil instruments thus giving a false (low) reading.
Original ones measure 270 volts or thereabouts whereas later low voltage ones measure around 8 - 10 volts.
Visual clues for low voltage types include those labelled as made in Korea or China, or bearing a CE mark, or having a self adhesive paper red dot on the rear of the sliding battery compartment door.
