Could be a defective batch. Probably why they're giving them away. They're not even uniform.
I know what i like, If not always why.

Ask them to swap the filter for a good one.

Maybe offer to send them back and ask them to check the filter before sending a mew one on to you.

Sorted, it appears that they may be from a bad batch. They are sending one from an alternative brand.

Try and pick at the surface. It might be a plastic protective layer for you to remove.

I wonder if you could offer some advice? I recently purchased the D-FA 100mm Macro WR lens from a well-known supplier, the supplier is offering a free UV and polarising filter with the lens.
When I open the polarising filter I noticed lines running across the lines. I emailed the supplier and they sent a second filter, but this also has lines running across it, but they not exactly the same.
I have had polarising filters before and have never noticed any lines or marks within the filter. I assume these are manufacturing faults?
As the filters were free, I'm not overly fussed but a free filter worth £20 helped sway my purchase decision
