Hi, welcome to the forums!
The screws securing the flange can be found on the side of the bayonet. There should be three crosshead screws.
I would suggest that you can use the lens without the flange if it is too much hassle to fix.

Thanks. I found them, there were only two, but the flange is off.

I have a Vivitar 28-200 f 1:3.5-5.5, p/k-A mount, and, you guessed it, it has THE FLANGE that I have been reading about.
I will include a photo of it here, and I hope someone can tell me where the screws to remove it are. I have read about five threads about dremelling it, filing, hacksaw, and a clean removal. Maybe this flange is not too big. Some of the photos I've seen cover 180 degrees. This one is about
90.
