If that particular element is cemented in place it may be something to do with the glue, can't say as I've ever seen fungus like that so I think it's safe to assume it's not.
I wouldn't worry too much about it, if your using this on a cropped sensor DSLR you wont be using the outer portion of the lens anyway.

They look like fractures/chips at the very edge of the glass

Thanks guys. They seem glue to me. You were right about no issues on cropped sensor but I have no K1 to try with, so hopefully no issue on full frame as well.

I think if you can afford a K1 you can afford a better copy of that lens

This particular lens is K28/2 Hollywood
