It's an atmospheric photo, with the city emrging from the bank of cloud, and the streetlights are perfectly balanced with the exposure of the sky. Lovely!

I'd be chuffed with that shot, you've not over exposed the sky but got plenty of detail of the ground

It was quite dark outside, 1/15, f2.8 ISO 800, that's the best I could do.
